If you get different IP number each time you connect to the internet, your host is assigned with a temporary address or dynamic IP address, which is automatically done by DHCP (Dynamic Host Configuration Protocol). Most ISPs (Internet Service Providers) like your cable or DSL providers typically assign your host a dynamic IP address for each connection session.
For server which provides well known service, like web server, however, typically run on a permanent address or static IP address so that clients know where to consume the service.
